You line up _every single person in the country_ and photograph them. Most of the photographs are already taken for ID and for Drivers' Licenses, so that is not a problem. When official ID and Drivers' Licenses are issued, citizenship shall be proven. All of these photographs are to be scanned into a biometric database. Street cameras, store cameras, bank cameras, ATM cameras, traffic cameras -- all of the roughly 80 cameras encountered daily by any individual -- will feed into a network of local processing nodes that will be compared by supercomputer mainframes. The supercomputers will know who everyone is, everywhere, and will know when and where they were there. They won't know why, and probably laws will be passed against collating this sort of data with purchases or purposes (except with a warrant, etc) but anytime someone shows up who isn't a citizen, the supercomputer sends a "wanted for ID" to all nodes local to the area, and aside from whatever else they do, they will be alert to the locations of unidentified people and will direct officers to identify them. If it's someone who has somehow not yet been entered into the system, but who otherwise hasn't offended, they'll be entered into the system. If the person has wants, warrants, or is illegally present in the country, they'll get the full benefits of due process of law, _but they damned sure won't be getting away with being just another face in the crowd_. I sure hope you like this idea! Because it's possible, and it's the only way to toss some 5-millions of illegal aliens out of the country without offending this or that or every ethnic group. And we can either offend Americans who are of the same ethnicities as are many illegal aliens, or we can offend all Americans everywhere by providing the tools of totalitarianism to a bunch of itchy-fingered bureaucrats and marketing statisticians. Legally-admitted migrant workers in fairly low numbers are quite acceptable if that's required to keep a business functional.
