This pamphlet is the Training and Doctrine Command's evolving vision of future joint military operationsForce XXI Operations. It drives the Joint Venture axis of Chief of Staff of the Army's three axis Force XXI campaign. Thus, it describes the conceptual foundations for War and Operations Other Than War in the early decades of the twenty-first century. This concept provides TRADOC's Task Force XXI, Battle Laboratories, doctrine writers, combat developers, and trainers a vision of future conflict for the development of supporting concepts, programs, and experiments.
TRADOC Pamphlet 525-5 addresses growth. At the center of the concept are quality soldiers and leaderssoldiers and leaders whose full potential is more closely realized by Information Age technologies and continuous development and training in units and our Land Warfare University. Its central theme describes how rapidly tailoring units to missions will be increasingly possible because of the growing ability to share and move information rapidly among these quality soldiers, leaders, and units. Shared and updated knowledge results in improvements to battle and campaign outcomes in War and Operations Other Than War.
TRADOC Pamphlet 525-5 sets forth future full-dimensional operations for Force XXIa strategic Army that will continue to provide staying power on land as part of the joint team to meet our Nation's future national security requirements. It describes, in general terms, how the Army will function in the future as the primary land force executing joint, multinational operations in War and Operations Other Than War to achieve established objectives in operations where domination of terrain or control of populations is central to victory.
The rapidly evolving nature of the geostrategic environment, changes in the conduct of battle, and the pace of military technological advances require that this TRADOC Pamphlet 525-5 be substantially different from previous versions. First, this vision of future Army operations is more conceptual than those of the past. Second, this version is an evolving concept designed for continuous refinement. This edition, for example, captures ideas expressed during the March 1994 TRADOC Winter Future Warfare Symposiumas well as initial observations of a series of Battle Laboratory Advanced Warfighting Experiments, Louisiana Maneuvers (LAM), General Headquarters Exercise (GHQX) 94, and Exercise Prairie Warrior. It also supports early work of TRADOC Task Force XXI and provides the conceptual foundation for hypotheses to be examined in future Advanced Warfighting Experiments. It is a first edition that will be changed only when internal insights change significantly or when external conditions and policies direct change.
With concept development beginning only months after the publication of FM 100-5, Operations, this vision of future operations, both in its evolving format and content, reflects the dynamic nature of current world events and the discovery method of change for the Army. Thus, this concept is intended to provide focus for experimentation, stimulate further thought, and generate discussion on future War and Operations Other Than War.
TRADOC Pamphlet 525-5 represents the baseline in the formulation of more definitive follow-on concepts for early twenty-first century Army operations. TRADOC Pamphlet 525-5 is not doctrine, rather a document of ideasfor it is ideas that lead change for the Army. Ideas expressed in a coherent concept lead to experiments and discovery of needed change, resulting in improved results in both War and Operations Other Than War.

The 1993 version of FM 100-5 provided the Army a short lead on the future, allowing it to move ahead in its thinking on the character of future conflict and OOTW. This TRADOC Pamphlet 525-5 represents the continuation of change, continuity, and growth, enabling the Army to continue as a relevant, strategic force capable of decisive victory into the twenty-first century.
